A local NYSP Trooper told me that with Pete Bracci's political connections to the Star we  will never get a fair shake. We in Delhi PD know of no attempts by phone, mail, or in person from the Star to contact any of us when they wrote their first article. Jim Bracci Sr. was asked to present Jim Jr. by the Delhi Police Chief to make a statement so far Jim Jr. has failed to appear or make a statement. We do know that Jim Sr. wrote a complaint to the Village but withdrew it when confronted with the facts. The bottom line, we had a young man driving mom's unregistered and uninsured truck with a bad dealer plate. Jim Sr. had chose to ignore the problem or did not know how to handle it. We in the Delhi Police worked the problem and corrected the issue, we did the right thing, no one was tongue lashed, yelled or cursed at. No tickets issued, no arrest made, nobody was handcuffed. Both Jim Jr. and Nate Bracci were treated with respect that night. And like I said before they were polite, honest and respectful in return. It is funny that with two decorated NYPD Detectives present who have done thousands of traffic stops in the City and an experienced 'local' Officer who has probably done as many traffic stops, that this is the only complaint we can remember getting. As far as we know the Star never talked to any Delhi Police Officer, viewed the paper work, listened to the radio and phone tapes,interviewed the civilian present, contacted NYS DMV investigations or contacted DMV and NYSPIN. Did the Star even interview Jim Jr. and Nate Bracci? The only satisfaction we have in all of this is that a Bracci family member did reach out to the Delhi Police and thank us for the way we handled this event. As far as the 911 call for an aided case at Social Services, were Officer Ennist responded as ordered by NYSP 911 with the AED, Automatic Electronic Defibrillator. I was not there, I do not know all the facts. I do know that Officer Ennist is a no-nonsense Officer and calls it like he see's it. As an experienced investigator from the NYPD Organized Crime Control Narcotics Unit I again have to question the investigation into the facts by the Star. Did the Star accept as fact an anonymous letter dropped off at their office. Did the Star interview the aided, review the 911 tapes, review the paper work, Did the Star interview witness's at Social Service, The Delhi EMS or hospital staff. document.write("      <p>");document.write("In The Bracci car stop NO ONE WAS HANDCUFFED, ARRESTED nor issued tickets. A civilian witness was present that was unknown to all the officers present and verified what happened that night. Radio and phone conversations were recorded by the Sheriff's office. Jim Bracci jr. was operating a family members truck as directed by Jim Bracci Sr. with a dealer plate confirmed stolen by NYSPIN. Nate Bracci was the passenger. Both Jim Jr. and Nate were polite , honest and respectful. Jim Jr. gave me a cell phone to talk to Jim Sr. and  he complained about a joint investigation with the NYSP on a crash last year that had nothing to do with what was going on. Jim Sr. then demanded that because of his 'status' that his son should be allowed to drive the truck with an active NYSPIN alarm on the plate. Pete Bracci then called and stated that he is a police officer for 28 years. That the front dealer plate was the one with the alarm. When Pete was reminded that Dealer plate's are issued as one plate and not a set Pete stated that it was the passenger plate version of the same number that was reported stolen. Pete was again told that NYS DMV does not work that way. Pete and Jim Sr. were looking for preferential treatment for Jim Jr. By now DCSO was coming back with the confirmation of the NYSPIN alarm and Pete was told I will personally view the NYSPIN alarm, till then the plate was being confiscated. Nate was offered a screw driver to remove the plate and declined and pulled the plate off with his hands. Jim Jr. pulled a second dealer plate out of his truck with a different number and screwed it onto the truck. As additional information came back from the Sheriff's office I was advised that the NYSPIN alarm was confirmed active and NYS DMV investigations wanted the plate. And that on at least 5 occasion in the past year Jim Sr. was told to take care of the problem. It come down to, why punish the son for the sins of the father. Jim Jr and Nate were sent on there way, the plate then transported to our office. On the following Monday Delhi Police Chief Mills completed the investigation and contacted NYSDMV investigations and had the alarm removed. Had Jim Jr. been stopped by any other law enforcement agency that did not know him he would could been arrested, and the truck impounded. Jim Sr. should have presented the plate last November when other law enforcement told him to and Chief Mills would have taken care of the problem. <br />In the Sprague car stop on the right way from the municipal lot. It was apparent something was going on. There was shouting coming from the truck. The headlights, spot light and red lights were turned on in the police car. Does any one know any police officer that does a car stop in the dark?  Spargue was engaged in a heated conversation with what sounded like Kiff's fuel company. It seemed Spargue was upset about his lack of heat. No window was struck, no was was yelled at, NO TICKETS ISSUED! It was apparent Spargue had trouble that night with Kiff's. Spargue was told to move his truck and did so. It was  when Spargue turned left then out of the right of way he turned head on into another motorist causing that motorist to stop immediately. Sprague then parked his truck into Smokers Choice, jumped out and started pulling on Kiff's front door and shoved paper into the door frame. When he was done with Kiff's he started to calm down and was issued a ticket for driving to the left of the double yellow. perhaps if that other motorist reads this entry he would like to contribute as the what it felt like to have a truck drive head on towards him. Spague was convicted in court, his complaint investigated and found to be untrue. It has become apparent that certain members of the community feel they should get preferential treatment. Since working here I have been told by certain civilians,I should only write, college students, people from Phoebe La. people from the city, people passing thru and the most outrageous yet, people from Andes because they are gay, from a Town official no less! needless to say I ignore these ignorant comments.
