If witnesses observe a man abusing a woman why does it matter if 'he denies it, she denies it'?  It seems that something could and should be done to atleast let the man(?) know that his actions were unacceptable.  In these situations the following is generally true:  1.  It wasn't the first time the man(?) has abused the woman.  2.  The man(?) has a history of disregarding the law... outstanding warrants, on probation, etc.  3.  The man(?) isn't a productive member of society... unemployed, on welfare, etc.  4.  The abuse will be repeated with more intensity and violence.
