Most of the counselors weren't even born when this proposal was hot in the late 50s and early 60s when the Eisenhower Interstate system was built during the cold war. Roads were built then that didn't go anywhere and the waste was phenomenal. Dollar for dollar (1955 vs 2009) we would have seen more growth in the Northern tier than we have seen in the past 50 years of worrying about the plight of the tree frog or spotted worm.
