Why because they don't like the contractor or are they are manipulating the numbers to work for them. I understand the contractor did not get the email.  In state bids the Owner (the State) makes sure the contractor receives the addendum's by having them fax back a signed copy that they received the addendum!!!.   Sounds like the city did not due there part on the bidding process.
